Dr. Courtney Dowdall serves as Director of Data and Accountability for CHCM, with 10+ years of experience leading equity-centered initiatives in youth development, workforce readiness, and public engagement.
Past Work
Courtney’s professional career has centered on turning data into action, building high-impact cross-sector partnerships, and designing systems that drive measurable outcomes for communities. At Nine PBS, she served as Director of Evaluation for the multimillion-dollar American Graduate initiative, assessing the efforts of 30+ public television and radio stations across the country to increase awareness, understanding, and action in their communities. At STL Youth Jobs and ARCHS (Area Resources for Community and Human Services), she directed programs serving 25,000+ individuals annually, secured over $2M in funding, and built scalable models for continuous quality improvement.
Education and Involvement
Courtney received her PhD in Comparative Sociology from Florida International University and completed her post-doctoral fellowship with the American Anthropological Association in Arlington, VA.
She specializes in mixed methods evaluation, capacity building, logic model development, and crafting compelling, funder-aligned narratives that move stakeholders to action.
