Lisa Foehner Boudreau serves as Senior Director of Policy, Advocacy and Public Affairs at the Community Health Commission of Missouri. With more than 25 years of experience in government affairs, legislative strategy, and public policy, she brings expertise spanning federal, state, and local advocacy to advance equitable policy solutions across Missouri.
Past Work
Prior to joining CHCM, Lisa founded The Policy Stack, a government affairs firm serving Missouri, Kansas, and Washington, D.C. She previously served as Chief Multi-State Strategist for iCivics, where she led nationwide legislative efforts to strengthen civic education, and as Director of State Policy and Strategic Messaging for Parents as Teachers National Center, helping secure federal reauthorizations and expand maternal and infant health resources. Earlier in her career, she worked in the U.S. Senate on tax and budget policy and held leadership roles in Missouri municipal and federal-state relations.
Education and Involvement
Lisa holds a Master of Public Administration. She is a graduate of the FOCUS Leadership St. Louis program and was a policy and law fellow in the Robert Wood Johnson Foundation’s Culture of Health Leadership Institute for Racial Healing.
